Reforms in the Health Care Sector in Canada

Introduction

This paper seeks to evaluate and analyze previous reforms in the health care sector in Canada and show how such reforms have enhanced the delivery of services. The previous health care reforms made to the Canadian health care system have significantly transformed the health sector and improved service delivery and efficiency in health institutions. Even though the current models of health care reform are implemented differently across the country, the primary objective is to enhance access to reliable and affordable universal health care.

The authors of this article explore the fundamentals of the Canadian health care system from its inception to its current status. It begins by looking at the enactment of the first legislation by the federal government in 1957. The federal government enacted a law that guaranteed financial assistance for provincial governments so that they could develop universal health insurance programs for health care services delivered in hospitals. Since then, significant reforms in the Canadian health care system have occurred. Starting in1968, insurance for services rendered by doctors was included. However, in 1977, the federal government revoked its cost-sharing initiative with provincial governments. Eventually, the Canada Health Act amalgamated earlier pieces of legislation and provided for the levying of financial fines on provincial governments, which allowed doctors to charge their patients more than the amount that Medicare reimbursed them.

The article strengthens the essay by providing a comprehensive historical account of the Canadian health care system. This article is significant for this essay because it highlights the factors that have derailed previous health care reforms. They include the cessation by the federal government in financing the cost-sharing initiative it had with the provincial governments. The article also provides a detailed outline of the structure of the Canadian health care system. This will make the essay more comprehensive by allowing the reader to understand the workings of the Canadian health care system. This information will assist the essay to explore and bring out the barriers affecting the development of reforms in the health care system. The article also has a table indicating the structure of government spending in the health care sector. This table will be of significant use for the essay and will be included in the appendix to provide clarity on the funding issues.
