The human resource management system of an enterprise is one of the main subsystems of functional management in an organization. The correct organization of the human resource management system is the most important condition for the formation of entrepreneurial activity of the organization’s employees, contributes to the development of their creative and social abilities (Kelly & Williams, 2018). It is especially important to have an effective system of human resource management of an enterprise in the current conditions of a systemic economic crisis, when it is necessary to use the internal reserves of the growth of the organization’s performance as efficiently as possible, which include human resources. Effective human resource management affects all areas of the enterprise. With the help of a well-developed management system, it is possible to increase the share of intangible and general assets of the company.

A professional team of project executors from the manager to the worker plays an important role in the success of any business. At the very beginning, it is necessary to form the optimal staff and clearly define the responsibilities of each. The personnel must become the most important asset of the enterprise. Since the human resource management system covers various areas of professional activity, it is natural to assume that the network of training specialists in the field of human resource management should reflect the diversity and specificity of the named components of the system under consideration. Therefore, training programs for such specialists should provide for both common discipline blocks and special ones, reflecting the features of one or another component of the human resource management system.

The success of leading firms in developed countries is associated with the creation of highly effective mechanisms for human resource management at the organization level, based on the formation of an integrated, strategic approach to the use and development of labor potential. The most successful corporations today, regardless of nationality or industry, have common characteristics. They provide job security, forward-looking career advancement systems, and internal staff development instead of global recruitment campaigns. They create vast opportunities for participation in business decisions. They do not regard their employees as employees but as members of a common corporate network. They develop a shared value system. Based on the critical importance of the long-term well-being of corporations, their leaders show real dedication to the business, instead of pursuing only financial results.

In conclusion, it is impossible to create new products, ensure quality control, and strengthen the economic position of an enterprise without specialists who are able to perform their work with high quality. Systematic improvement and development, the possibilities and initiative of the main resources are endless. Therefore, the use of an effective human resource management system is considered the basis for solving long-term tasks facing a particular company. The main goal of the human resources management system is to ensure high-quality and rational formation, mastering, and development of human resources to achieve economic efficiency and competitiveness of the enterprise.
